Showcasing CERN and OQI’s global collaboration in quantum technology at Ambrosetti Technology Forum

At the 14th edition of The European House Ambrosetti Technology Forum on the topic Harnessing Innovation in the Global Scenario, Enrica Porcari, Head of CERN’s IT Department, delivered the opening remarks for a panel discussion exploring the future of quantum technologies and the significance of the International Year of Quantum Science and Technology (IYQ).
The annual Forum brought together global experts, academics, entrepreneurs and policymakers to explore the disruptive potential of emerging technologies, such as AI and quantum, and their global impact.
Representing CERN and the Open Quantum Institute (OQI), Enrica shared a vision for how quantum can—and must—be shaped through global collaboration and openness. In her opening remarks, Enrica framed the IYQ as a pivotal moment for quantum technology—reflecting not only on its progress, but also its possibility.
“CERN is more than just a research institution,” she explained. “ It is a governance model–one that is open, neutral, and collaborative at its core. Our infrastructure is inclusive and our science is open. This approach was instrumental to the Open Quantum Institute, which is hosted at CERN through its pilot phase. Echoing the words of Rolf Heuer—the secret of CERN is that we have no secrets.”
Enrica emphasised that infrastructure must be developed alongside governance, highlighting OQI’s collaborative approach towards developing global and inclusive quantum computing.
Key pillars of OQI’s mission were outlined, including:
- Developing quantum computing use cases to accelerate the achievement of the UN Sustainable Development Goals (SDGs) and addressing global challenges such as healthcare, clean water and climate action.
- Our anticipatory approach to develop governance frameworks before the technology is realised.
- Building a multistakeholder quantum ecosystem of researchers, diplomats, industry leaders and educators to co-develop quantum computing applications with real societal value.
Throughout the IYQ and 2025, OQI and CERN will continue fostering international collaboration, raising public awareness and building global capacity–driving collective action towards the development of quantum technology for the benefit of all.
